I think this is a good idea and would go further and say that URLs with userinfo components should not be added to the registry file at all (error on configuration). The JSON format means that if anyone wants to apply a scope with the name "default" it will not be possible to express a specific registry url for it. This proposal looks good to me, it seems to cover a wide range of needs.
